No — Texas has never required a license to buy a gun. But the LTC changes how the purchase goes: it replaces the federal background-check wait at the counter. Here's what buying actually requires, with and without a license.

The LTC substitutes for the background check, not the paperwork. ATF Form 4473 is federal and applies to every dealer purchase, license or not.
People conflate three separate things: buying, owning, and carrying. For eligible adults, Texas requires no license for any of the three since permitless carry took effect in 2021. What the LTC does at the gun counter is narrow and concrete: it's a federally recognized alternative to the point-of-sale NICS check, which means no 'delayed' status holding up your purchase for days. Anyone who shares a name with someone in the NICS system knows exactly why that matters.
'No license required' does not mean 'no rules.' Federal prohibited-person categories apply to every purchase and possession — felony convictions, domestic-violence misdemeanors, active protective orders, and unlawful drug use all make possession itself a federal crime regardless of any license. The LTC doesn't create eligibility; it documents eligibility you already have.

Not from a licensed dealer — federal law sets 21 for dealer handgun sales. Long guns are 18 at dealers. Texas does issue LTCs to adults 18 and up following a 2022 federal court ruling.
Texas doesn't require one for private sales between residents, but selling to someone you have reason to believe is prohibited is a crime. Many private sellers ask to see an LTC precisely because it documents the buyer's eligibility.
