Yes: Texas DPS has authorized fully online delivery of the LTC classroom course since 2016, and the certificate you earn online is identical to a classroom certificate. Here’s how the approval works, how to verify any provider, and the red flags that mark the actual scams.
The Texas Legislature amended the Government Code in 2015 (effective 2016) to allow the classroom portion of the License to Carry course to be completed online through DPS-approved providers. The curriculum, the 25-question exam, and the resulting certificate of completion are state-standardized — DPS does not distinguish between online and classroom certificates. What cannot happen online is the shooting proficiency demonstration; that is always completed in person with a qualified instructor.
The scams in this space aren’t the established online providers — they’re lookalike sites selling “certificates” without DPS approval, courses that claim the shooting portion can be waived or done “virtually,” and third parties charging extra to “file your application” (the DPS application is something you submit yourself in about 30 minutes). If a site promises a license without a proficiency demonstration, it is selling you a piece of paper DPS will reject.
